Providing Public Comment During the Meeting
Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting. If a Councilmember is participating remotely under the provisions of Assembly Bill 2449, members of the public will be allowed to provide public comment through Zoom.

Members of the public wishing to speak to the Council on any Consent Calendar item or any item not listed on the agenda may do so at this time. Pursuant to the Brown Act, the Council is not allowed to consider issues or take action on any item not listed on the agenda during this period. Each Public Comment is normally restricted to three (3) minutes in length.
11. CONSENT CALENDAR
Consent Calendar items are viewed as routine in nature or require little or no further discussion by the Council, public or applicant, and will be acted upon through a single motion.
11.1 Approval of Minutes
Approve the Town Council regular meeting minutes of June 18, 2025.
11.2 Ratify Check Register No. 633
Ratify check numbers 102613 through and including 102908 and 25941 through and including 25985 (payroll).
11.3 Master Fee Schedule, Inclusionary Housing in-Lieu Fee, and Development Impact Fees
Adopt a resolution adopting amendments to the Master Fee Schedule and updating the Inclusionary Housing in-Lieu Fee and Development Impact Fees.
11.4 Approve Professional Services Agreements with W-Trans, Inc., and GHD, Inc., for Traffic Engineering Services
Approve Professional Services Agreements (PSA) with W-Trans, Inc., and GHD, Inc., for on-call Traffic Engineering Services in an amount not to exceed $160,000 per Agreement per fiscal year and authorize the Town Manager to execute said Agreements. Each Agreement term is for two-years with up to three one-year extensions at the Town’s discretion.
11.5 Adopt a Resolution Authorizing the Town Manager to Sign an Amended and Restated Overlook Subdivision Public Access Easement Agreement and an Amended and Restated Overlook Subdivision Declaration of Covenants Agreement for Overlook Subdivision Phase 2
Adopt a resolution authorizing the Town Manager to sign an Amended and Restated Overlook Subdivision Public Access Easement Agreement and an Amended and Restated Overlook Subdivision Declaration of Covenants related to Maintenance of Storm Water LID BMPs Agreement for Overlook Subdivision Phase 2, located at 7700 Windsor Road.
11.6 Approve General Services Agreement and Professional Services Agreement for the Wildfire Hazard Mitigation Project
- Approve the specifications and award the contract to The Professional Tree Care Company in the amount of $72,550 with an bid alternate of $7,600 for a total not to exceed $80,150 for completion of the Wildfire Hazard Mitigation Project, and authorize the Town Manager to execute said general services contract on behalf of the Town and any required change orders up to the authorized project budget.
- Approve a Professional Services Agreement with SWCA Environmental Consultants for Pre-Construction Bird Surveying for the Wildfire Hazard Mitigation Project in an amount not to exceed $11,169 and authorize the Town Manager to execute said agreement on behalf of the Town and any contract amendments up to the authorized project budget.
11.7 Town of Windsor Investment Policy for Fiscal Year 2025-26
Adopt a resolution approving the Town of Windsor Investment Policy for Fiscal Year 2025-26.
11.8 Authorize an Increase to the Major Construction Agreement with Michael Paul Company, Inc., for the Bluebird Paving Project 2025
- Adopt a resolution authorizing an increase of the contingency amount from $33,000 to $48,745 with a total not-to-exceed amount of $378,745 to the Major Construction Agreement with Michael Paul Company, Inc., for the Bluebird Paving Project 2025.
- Authorize the Town Manager to execute any required construction change orders on behalf of the Town.
11.9 Updates to the Sewer System Management Plan (SSMP)
- Adopt a Town Council Resolution approving and certifying the July 2025 Sewer System Management Plan (SSMP) and authorizing the Town Manager to approve future non-consequential SSMP changes.
- Adopt a Windsor Water District Resolution approving and certifying the July 2025 Sewer System Management Plan (SSMP) and authorizing the District General Manager to approve future non-consequential SSMP changes.
11.10 Approve Amendment No. 1 to the Professional Services Agreement with Fieldman, Rolapp & Associates for As-Needed General Municipal Advisory Services for WIFIA Loan
Authorize the Town Manager to approve Amendment No. 1 to the Professional Services Agreement with Fieldman, Rolapp & Associates, Inc. for As-Needed General Municipal Advisory Services relative to the Water Infrastructure Finance and Innovation Act (WIFIA) loan to fund the Windsor Water Reclamation Facility Improvements for an amount not to exceed a total of $145,000.

12.1 Urgency Ordinance Extension – Moratorium on Personal Storage Facilities
Adopt an Urgency Ordinance of the Town Council of the Town of Windsor making findings and extending the temporary moratorium on the establishment of new and expansion or relocation of existing personal storage facilities within the Town of Windsor for a period of ten (10) months and fifteen (15) days, to become effective immediately.
12.2 Appeal of Planning Commission's Approval of the Quail Acres Project
Adopt a resolution denying the appeals and upholding Planning Commission's approval of a 301-Lot Tentative Subdivision Map and Affordable Housing Waivers for the Quail Acres Project, Reservation of Growth Control Allocations and adopting a mitigation and monitoring and reporting program.

13.1 Allocate Funding to Non-Profit Organizations for Fiscal Year 2025-2026
By motion, approve allocations for fiscal year 2025-26 and authorize the Town Manager to execute funding agreements with each non-profit on behalf of the Town.
