Providing Public Comment During the Meeting

Members of the public who wish to address the Council, by providing public comment, during the meeting must do so in-person in the Civic Center Council Chambers at 9291 Old Redwood Highway, Building 400 in Windsor, where the meeting is being publicly held. As an alternative, members may also provide written public comment submitted via email to: towncouncil@townofwindsor.ca.gov, please submit them by 12:00 p.m. on the day of the meeting. If a Councilmember is participating remotely under the provisions of Assembly Bill 2449, members of the public will be allowed to provide public comment through Zoom.

Approve Professional Services Agreements with W-Trans, Inc., and GHD, Inc., for Traffic Engineering Services

 

Approve Professional Services Agreements (PSA) with W-Trans, Inc., and GHD, Inc., for on-call Traffic Engineering Services in an amount not to exceed $160,000 per Agreement per fiscal year and authorize the Town Manager to execute said Agreements. Each Agreement term is for two-years with up to three one-year extensions at the Town’s discretion.

Approve General Services Agreement and Professional Services Agreement for the Wildfire Hazard Mitigation Project

 
  1. Approve the specifications and award the contract to The Professional Tree Care Company in the amount of $72,550 with an bid alternate of $7,600 for a total not to exceed $80,150 for completion of the Wildfire Hazard Mitigation Project, and authorize the Town Manager to execute said general services contract on behalf of the Town and any required change orders up to the authorized project budget.
  2. Approve a Professional Services Agreement with SWCA Environmental Consultants for Pre-Construction Bird Surveying for the Wildfire Hazard Mitigation Project in an amount not to exceed $11,169 and authorize the Town Manager to execute said agreement on behalf of the Town and any contract amendments up to the authorized project budget.

  1. Adopt a resolution authorizing an increase of the contingency amount from $33,000 to $48,745 with a total not-to-exceed amount of $378,745 to the Major Construction Agreement with Michael Paul Company, Inc., for the Bluebird Paving Project 2025.

Approve Amendment No. 1 to the Professional Services Agreement with Fieldman, Rolapp & Associates for As-Needed General Municipal Advisory Services for WIFIA Loan

 

Authorize the Town Manager to approve Amendment No. 1 to the Professional Services Agreement with Fieldman, Rolapp & Associates, Inc. for As-Needed General Municipal Advisory Services relative to the Water Infrastructure Finance and Innovation Act (WIFIA) loan to fund the Windsor Water Reclamation Facility Improvements for an amount not to exceed a total of $145,000.
